Scott Carter tendered his resignation, effective 31st January 2013, because of his ability to secure employment in Newcastle as a stevedore, and, thus, he is no longer eligible to represent the SNSW Branch.

In his resignation letter to National Secretary Paddy Crumlin, Carter commented on his service with the Branch: "The education and experience I have received from Garry [Keane], you and the national councillors up close has been an invaluable [contribution] to my learning process, in particular to be part of national council and to see firsthand the processes of union leadership." Carter, who has been a financial member of the Union since 17 December 1992, also said his transfer to Newcastle will allow his wife and children to be closer to family.

In his letter to the National Council, National Secretary Crumlin wrote, "As a result of the casual vacancy created by Scott’s resignation the SNSW Branch Committee met Friday 21 December 2012, and unanimously endorsed the nomination of John McGartland as Honorary Deputy Branch Secretary as from 1 February 2013 covering the period until the next election."

The National Council vote ratified that unanimous recommendation by the branch. In praising Carter's service and the branch's recommendation for his replacement, Branch Secretary Garry Keane wrote to Crumlin: "Scott has been an asset to the Branch in Hon. Deputy Branch Secretary’s role and has been of great assistance to me during his period in said position. John McGartland is a long standing delegate and Branch Committee member who I have no doubt will take up the role with great enthusiasm and ability."

McGartland has been a financial member of the Union since 5 September 1995, and is long standing delegate and committee member.
