Timor Govt to require oil majors provide jobs and training

Joint Australian/Timorese union plan that global companies provide jobs and training for Timorese nationals to become law

The Timorese Government has adopted a union policy that companies tendering for projects in the Timorese oil and gas fields be required to provide employment and training for East Timorese workers and youth.

MUA Assistant National Secretary Mick Doleman and National Organiser Mick Killick represented the MUA at the Maritime and Transport Union of East Timor (UMTTL) 5th Anniversary in Dili in February. The International Transport Workers' Federation was also represented alongside unions from Indonesia, New Zealand and Norway.

While in Dili, the MUA and the ITF meet with government figures including Secretary of State for National Resources Alfredo Pirese to get recognition for UMTTL. The unions called for a tripartite union, government and employer taskforce to find job and training opportunitites for Timorese seafarers and other workers in the oil and gas industry.

The next day the minister addressed the UMTTL Congress announcing the government agreed to a "jobs for the Resource Owners' Taskforce" and was drafting "optimisation legislation" requiring companies provide training and employment for Timorese workers. Companies will also be required to demonstrate what infrastructure they intend to provide such as ports, pipelines and refineries.

"It's quite clear the Timorese Government is frustrated by the lack of infrastructure and training the multinationals are providing while they are reaping billions from Timorese resources," said Mick Doleman. "Training and jobs are important for the Timor's future peace and stability."

The union delegation to Timor came after yet another crisis - the attempted assassination of the Timorese leadership.
